Yes is it. That is why many people only wear leather soled shoes
in fair weather conditions, and rubber soled shoes in wet conditions.
The good news is that there are products available which aim to
protect leather sole's in wet conditions. One such product is a
tonic, which is a liquid that is applied to the sole to provide
waterproofing. The tonic will only work if it is applied when the
leather sole is dry, and that the tonic's liquid is allowed to dry
into the sole. The drawback to waterproofing tonics is that they
require regular re-application; whereas a rubber sole intrinsically
provides waterproofing.
